Fireworks are illegal in PA

Anything that goes up or blows up is illegal in PA. But why does my neighbor think he can light off this crap at midnight 6/22/14 right next to my two 100 gallon propane tanks! And my propane has been installed by permit and inspected by the local Fire Marshall.
