A former Radnor police officer who agreed to sell a car that he did not own to an 18-year-old Warminster man in September 2010 lost his termination appeal this week.

Independent arbitrator Walt De Treux wrote in the July 8 decision that former Radnor Police Sgt. Jamie Campbell “violated various department rules and regulations relating to conduct of an officer off duty, Conduct Unbecoming an Officer, conduct toward the public, and truthfulness and false statements.”

One of the two incidents that caused Radnor Township to fire Campbell involved the sale of his brother's car to Sean Grady, 18, of Warminster.

According to court records, Grady responded to an advertisement placed on Craigslist by Campbell for a Nissan 300ZX and agreed to pay $7,500. Grady made a $3,200 deposit and later paid an additional $2,800.

When Grady notified Campbell in March 2011 that he could pay off the remaining $1,500, Campbell began stalling the sale with numerous text message exchanges. Campbell told Grady that he was in the middle of a bitter divorce and that the car belonged to his wife, who woud not agree to the sale. In fact, Grady is not married and the car belonged to his brother, who had sold it to another buyer.

At the end of 2011, Grady told Campbell to either deliver the car or pay back the money. By March 2012, Grady had only been refunded $800. He reported the incident to Radnor township officials, who launched an investigation with the Delaware County district attorney.

In the second incident, Campbell misrepresented himself as "Josh Campbell" when he told a woman he was interested in a room she had for rent. According to court documents, he used his brother's nickname in the transactions and was looking for an apartment for his niece. The arbitrator wrote that Campbell's lies in the second case were "unnecessary."

Radnor Township placed Campbell on administrative leave in May 2012 while it began termination proceedings. The board of commissioners voted to terminate Campbell's contract on June 19, 2012.

Grady received full repayment in June 2012, according to court records. He died in August 2012 when his motorcycle collided with a sedan near the intersection of Street and Newtown roads in Warminster.

A source told Radnor Patch that Campbell is receiving unemployment benefits and has applied for an extension to those benefits.
