I wouldn't say it's silly at all. I'm running it for the third time, and I'd be lying if I said I wasn't at least a bit worried, given the size and profile of Broad Street, and especially given how crowded the start area was last year.

Much of the problem lies in trying to get in contact with vacant property owners, especially when it's bank-owned, I'm told - whether that's for basic maintenance issues or repeated court summonses. That's the key piece of this ordinance, officials tell me - otherwise, they're dealing with homes vacant as long as four years, with citations piling up and no response in sight.

Clearly you've misread (or misinterpreted). This is a subpoena from the U.S. Attorney's Office, not a grand jury. No charges have been announced.
