    Low crime in Taiwan is due more to a social structure that deemphasizes individualism in favor of compliance towards "social harmony", rather than less laws, which isnt even true anyway- they have a robust legal system. Surely "The Conservative Assclown of The Patch" isn't condoning a social system that takes ANYTHING away from the individual.

    Also, you've never been to Taiwan; Taipei 101 is on the edge of the city not downtown. A backward little Republican like you probably never left the county, let alone the country. Throw your computer away and do us all a favor.

    You sound like a little kid- "I'm responsible! why do you have to change the rules? I'm following the rules!" good for you, now wake up and realize youre not the only person on the planet. Some people cannot or will not control themselves and government refuses to just throw the hands up and say "oh well, we're all individuals and im sure they'll do the right thing eventually".

    And why do you resent the government telling you to do what you're supposedly doing already? Maybe because you actually dont leave the road safe. Your little secret is you think you are a better drunk than everyone else "huyk huyk I can drive with a couple beers in me! I'm a good driver" quit whining about the government if the rule is meant to help you get home safe.

    "It's peoples' own responsibility to limit themselves"

    by that absurd logic, why have a minimum BAC at all? we can trust people to limit themselves, so theres no need for punishing excess? Your arguement might make more sense if we all lived in our own little bubbles, but unfortunately, you have all these other people out here to consider. The family of four also on the road doesn't accept the risk of being destroyed by a drunk driver when they get behind the wheel- they expect a system of rules and laws to keep drunk drivers off the road. Hence this codified lowering of tolerance for alcohol and driving.

    Can this mulching technique be done with just grass clippings instead of leaves? If I leave them on my lawn during this time of year will it be of any benefit to the soil?

    I don't get the comparison. Those numbers from history are actual deaths of actual people. The abortions are evacuations of variably developed cellular material. If you're not into killing any cells whatsoever, then you should apologize for that dump you took this morning, as you shed innocent cells down the toilet and to their gruesome death.
